Could this be true? Other countries get Nigerian visa for less than $1

I don't think this is true but if it is, then we are doomed. Our people go through hassles just to get a visa to the lease country and our dear Nigerian visa is selling for less than a dollar in most countries, if you use the current exchange rate.
